THE HELEN HANLEY MEMORIAL FUND
South Atlantic Yacht Racing AssociationGuidelines for Fund Administration
The South Atlantic Yacht Racing Association, through the Helen Hanley Memorial Fund, encourages its members to (1) participate in US Sailing sponsored Championship events and (2) conduct and encourage participation in training programs, especially those directed principally toward the development of the sailing abilities of our youth and the training of youth instructors. This encouragement is expressed by means of financial assistance to qualified applicants from this fund.
This document sets forth guidelines for the funding and general administration of the Fund by the Executive Committee of SAYRA and its Sub-Committees as provided for under these guidelines, and provides information to members who wish to apply for funding
- US Sailing Championship Events: Events qualifying for reimbursement under this section include all regional (Area D) and national championship events as set forth by US Sailing. Qualified applicants must be a member of or spouse or child of a member of SAYRA organization for at least six months prior to submitting a request and who represent SAYRA at the event and in a sportsmanlike manner. Funding under this section is contingent upon: (1) receipt of a satisfactory application including appropriate documentation of SAYRA and US Sailing membership; (2) satisfactory evidence that the event was attended by the applicant and completed in a sportsmanlike manner, (3) satisfactory documentation of actual out-of-pocket expenses.
The total of all grants for a single championship shall not exceed $3,000. Requests for reimbursement must be submitted within 30 days of an event in order to be considered. Preference will be given to those who entered the semifinal event. Specific guidelines for funding under this section are set forth below.
Transportation (Provided for regional (Area D) and national US Sailing Championship events): Reimbursement is for actual transportation costs limited to $500 per person up to $2,000 per team. This includes air transportation, rental car or reimbursement for miles driven. Reimbursement for air transportation is limited to the lowest available airfare. Reimbursement for travel by car, limited to one reimbursement per team, will be at the greater of 50% of the federal guideline mileage rate for business miles in effect at the date of the event or actual gas receipts.
Event Registration Fee for regional (Area D) and national events: Reimbursement in full is provided unless this fee is paid directly by Area D.
Charter Fee: Reimbursement in full is provided up to $500 per boat.
Meals (national events only): Support for meals expense, if not provided by the organization sponsoring the regatta, is provided at the lesser of one-half of the actual cost or the IRS daily per diem amount per participant.
Housing (national events only): Support for housing expense, if not provided by the organization sponsoring the regatta, is provided at one-half of the actual cost.
- Training Events: Member Clubs of SAYRA who host training events administered by the SAYRA Training Committee or the SAYRA Youth Training Committee may apply for reimbursement of actual out-of-pocket net expenses under this section.
US Sailing Level Training Course Fee: Participants in US Sailing training courses who belong to a SAYRA member organization qualify for reimbursement of one half of the early registration course fee upon satisfactory completion of the course, unless the fee was paid or is payable by the member organization. Funding up to $500 per person may be provided to those who attend the National Sail Training Symposium on behalf of SAYRA. There will be a maximum of $1500 total for the event. All applicants must be pre-approved by the Chairman of the Helen Hanley Fund Committee prior to attending the course. Proof or registration must be provided.
US Sailing Motorboat Handling and Safety, Rescue and Support Training Course Fee: Participants in the US Sailing Safe Power Boating and Safety, Rescue and Support courses who belong to a SAYRA member organization qualify for reimbursement of the registration fee of the courses up to a maximum of $150. A copy of the certificate of satisfactory completion must be presented with the application for reimbursement under this section.
Other Administrative Guidelines:
Qualified Applicants for financial support from the Helen Hanley Memorial Fund must be:
- A member of a SAYRA Member organization or Associate Member organization for at least six months prior to submitting a request.
- The spouse of the member.
- Or child of the member.
- If the applicant is a child of a member, they must be less than 25 years of age.
- And the Member organization or Associate Member organization must have been a member of SAYRA for a minimum of two prior consecutive years.

These guidelines may be modified from time to time as deemed necessary by the Executive Committee of SAYRA and the most current revision will be printed in the current annual directory.
All funding by the Helen Hanley Memorial Fund is contingent upon the Committee’s evaluation of each application on its merits and the satisfactory financial condition of the fund in the opinion of the Executive Committee of SAYRA.
