There are lots of new ideas that are in the sailing world on how to change the way we look at protests.  Much of this innovation is coming from the America’s Cup rules which are a system that goes where no other rules systems go.  Many of our current changes have been bred in the AC world.

This year they have dropped RRS 18.4 Gybing ( sailing too wide at the leeward mark before gybing )and RRS 20.3 Moving astern ( the basic rules of 10, 11 and 12 apply ) and well as extending the definition of the “zone” to be 3 boat lengths. 

They have added one new concept which we all can look at in our everyday club racing.  They have instituted on the water umpiring ( or judging  ) for all Part 2 protests in their fleet racing.  This has been very successful so far and looks to be expanding beyond the AC world.  ISAF has an experimental Appendix Q which is worthwhile looking at.

This idea in also be tried by national Olympic Committees around the world as current plans for the 2008 Olympics is to have on the water judging ( for all of Part 2 and Rule 42 ) for the last race of the each fleet in the Olympics.  The goal is to have a race ( televised ) in which the winner is the winner and not a winner that comes of the result of hours in the protest room.
